Loose powder and hardened build-up need different removal methods. Water is not a default option for cement or reactive materials, and internal aeration equipment, liners and outlet fittings have to be protected while deposits are removed.
Isolation and material release
Filling systems, feeders and connected equipment must be isolated before cleaning starts. A released deposit also needs a controlled receiving route below the silo so the restriction is not simply moved from the wall to the outlet.

Water discharge is a separate issue
The Environment Agency RPS 261 position on temporary excavation dewatering applies in England to qualifying temporary discharges of uncontaminated excavation water to surface water. The legal permit requirement remains, but the Environment Agency says it will not normally take enforcement action where the activity meets the RPS description, all its conditions are met and the discharge does not cause or risk pollution or harm to human health. It does not cover contaminated cleaning water, discharges to ground or groundwater, or other non-qualifying silo-cleaning discharges.
Cleaning before maintenance or reuse
We identify the areas cleaned and any visible restriction or deterioration exposed during the work. Cleaning can prepare a surface for inspection, but structural assessment, repair and production release remain separate tasks.

Can hardened cement be washed out with water?
Water should not be assumed suitable. It can react with cement and create further hardened material, so the deposit and vessel need assessment first.
Does clearing the outlet mean the silo is clean?
No. Wall and cone deposits can remain after discharge is restored. A full surface clean is a different result.
Does RPS 261 allow silo-cleaning water to be discharged?
No. RPS 261 is limited to qualifying temporary excavation dewatering to surface water in England. The permit requirement remains; the Environment Agency's conditional non-enforcement position applies only where all RPS conditions are met.
Can cleaning prepare a silo for inspection?
Yes, where deposits need to be removed to expose the relevant surfaces. The inspection itself remains a separate engineering or technical activity.
