Where hazardous substances are involved, the current material information and HSE COSHH guidance inform the exposure assessment. That is separate from determining whether the vessel itself presents confined-space, dust or mechanical hazards.

Can the same method be used for every industrial silo?

Can cleaning start once the silo reads empty?

No. An empty indication does not prove the vessel is free of retained material or safe for access. Connected hazardous equipment also needs suitable isolation.

Does cleaning include servicing level or discharge equipment?

Not automatically. Cleaning protects and may expose those components; their testing or servicing is separate.

What if the material is hazardous?

The substance and current residue condition need appropriate assessment, including relevant COSHH controls and any additional hazards created by the vessel or cleaning method.
